The process begins with the coalition agreement and proceeds through key policy documents, working drafts, and ministry positions, then continues through the draft bill and comments from ministries and associations, ultimately leading to the cabinet proposal. mappp displays all stakeholders, coordination channels, and interfaces along the way and guides users through the Bundestag and Bundesrat all the way to the Federal President’s desk.


For everyone involved in drafting legislation professionally, the Atlas provides a scientifically grounded, shared knowledge base for reflecting on procedures, improving workflows, coordinating across departments and levels, and quickly bringing new colleagues up to speed.
