Gestaltungszentrale Politik e. V. is committed to making the website "mappp – Atlas for Politics, Processes and Participation" accessible. We are guided by the Web Content Accessibility Guidelines (WCAG) 2.1 at level AA, the European standard EN 301 549 and the German Barrier-Free Information Technology Ordinance (BITV 2.0).

This statement applies to https://mappp.de/ including the home page, the interactive atlas and the related information pages, in German and English.

Compliance status

This website is partially compliant with the requirements named above. A full audit against all requirements has not yet been carried out. We therefore do not describe mappp as WCAG conformant.

What works well

  • The website can generally be operated with a keyboard. In our review we found no place where keyboard users get trapped.

  • The story on the home page can be followed using the space bar and arrow keys. "Skip intro" leads directly to the atlas.

  • The navigation, the sidebar, the modes "Explore", "Cases" and "Participate", the search, the toolbox and the footer links can be reached and operated with a keyboard.

  • The visualisation can be reached with the Tab key. Pressing Enter lets you move through the individual stages and actors and open their descriptions.

  • Keyboard focus is visibly indicated.

  • The search announces the number of suggestions and results to screen readers.

  • The language can be switched between German and English.

  • At high zoom levels and on narrow screens the page adapts without horizontal scrolling.

Non-accessible content

The following content is not yet accessible:

  • Visualisation: The connections between actors and process steps are currently shown only graphically. Screen readers do not convey them in an understandable way (WCAG 1.1.1, 1.3.1).

  • No equivalent text version: There is not yet a text or list view that presents the full content of the visualisation in sequence. The introduction and the case studies cover only part of it (WCAG 1.1.1, 1.3.1).

  • Structure: Which process phase an actor or stage belongs to, and their order, are not conveyed to screen readers. The active mode is indicated only visually (WCAG 1.3.1, 1.3.2, 4.1.2).

  • Announcements: When a description opens or a case study moves to the next step, this is not announced (WCAG 4.1.3).

  • Focus: After a description is closed, keyboard focus does not return to the previous position. In some places, especially in the footer, the focus indicator has low contrast (WCAG 2.4.3, 2.4.7, 1.4.11).

  • Labels: Some buttons and images do not yet have a label, mainly in the case studies and in the mobile view. The language menu on the home page is not marked up correctly (WCAG 1.1.1, 4.1.2).

  • Text size and contrast: In the overview, labels are very small and only become easy to read after zooming in. Some text has insufficient contrast (WCAG 1.4.3).

  • Motion: The operating system setting "reduce motion" is not yet respected throughout.

  • Screen readers: A full test with screen readers is still pending. There may be further limitations we are not yet aware of.

Alternative ways to access the content

  • The search lets you open actors and stages directly and read their descriptions as text.

  • The case studies explain step by step how individual laws came about.

  • On request, we will provide content in a form that is accessible to you, for example as a text version.

What we are working on

  • a text view of the whole process with phases, actors and connections

  • clear labels and announcements for screen readers

  • better focus handling when areas are opened and closed

  • better contrast and text sizes

  • testing with screen readers and with users

Preparation of this statement

This statement was prepared on 6 October 2026. It is based on a self-assessment. The review used manual keyboard operation, an inspection of the page structure and a supplementary automated check of the home page and the atlas with axe-core 4.10.2 in a Chromium-based browser. Automated checks find only some of the possible barriers and do not replace an expert audit.

We review and update this statement whenever the website changes substantially.
